LoL Patch 26.17: Vayne and Xerath nerfed; Yasuo and Yone receive crit buffs

Patch 26.17 implements targeted balance changes across multiple champions. Vayne and Xerath are nerfed, while Yasuo and Yone are buffed to encourage critical-strike builds.
